Note: Hydrogen sulfide, being neurotoxic, can cause disorientation, hallucinations, etc. And since the other 13 bald eagles, also found dead near the coast with no signs of injury, were also very likely poisoned by hydrogen sulfide, I doubt anyone's gonna be collecting any reward money...

Note: Rotten egg odor just rolled in off the ocean and hit a big swath of Southern California, mentioned in the 2016-03-17 update. The clouds of poisonous hydrogen sulfide gas blowing in off the oceans won't always be that large though, and sometimes they'll be more concentrated too, like flock-killing size, and birds are vulnerable to poison gases due to rapid respiration and low body mass, which is why they used canaries in coal mines. Could hardly be much simpler than that. One of the first signs that this had begun was when birds started mysteriously disappearing between Britain and Scotland, the so-called 'Birdmuda Triangle', mentioned in the 2012-08-29 update. So this isn't that bizarre - poison gas is blowing in off the ocean and killing animals and people, could hardly be any simpler...
