The concrete, though not itself flammable, must have been porous enough to trap some flammable gases in pockets of air until enough had accumulated to start a fire. That may be how some of the piles of metal have been igniting too, although rust does provide an additional ignition possibility if hydrogen sulfide is involved. The plastic isn't porous itself, but between the pieces of plastic there are pockets of air, and the plastic is itself flammable. So the air combusts and ignites the plastic, seemingly out of nowhere. So add to porous matter anything flammable that might have pockets of air around the matter for whatever reason, where gases blowing through can get trapped and accumulate and concentrate. You could possibly see non-flammable stuff igniting that way too. Well, if there's enough methane or hydrogen sulfide in the atmosphere then there doesn't need to be a spark - the air itself will spontaneously combust. So you've got a tree, with a lot of porous matter. Methane or hydrogen sulfide blow into tiny little pockets in that porous matter and when enough has accumulated in this or that pocket of atmosphere (which could be very small), you get spontaneous ignition of that pocket of air. Get enough of that happening and you've got a fire.
